For schedules, yes: fares, departures and stop lists cover bus and ferry routes in parts of Luzon, the Visayas and Mindanao. Not the whole country yet. Live GPS is on Negros Island first and follows outward as operators come on.
Yes. Offline mode caches your routes, so the map stays readable when the signal drops on the rural stretches between towns.

Less than you think. The map streams small position updates rather than video, so an hour of tracking runs to a few hundred kilobytes.
